The certification covers the HLURB Core Processes (Provision of Technical Assistance in Land Use Planning, Regulation and Adjudication) and Support Processes in the Central Office, Expanded National Capital Regional Field Office and Southern Tagalog Regional Field Office.

The establishment and implementation of the HLURB Quality Management System that meets the ISO 9001:2008 Standard is in compliance with Executive Order 605 that aims to ensure consistency of government products and services through quality processes.
Other key shelter agencies including the Pag-Ibig Fund, National Home Mortgage Finance Corporation (NHMFC), and Home Guaranty Corporation (HGC) have also achieved ISO Certification.
HLURB started to pursue ISO certification on March 7, 2013. With the technical Assistance of the Development Academy of the Philippines (DAP), HLURB's ISO Core Team developed the QMS and the Mandatory Procedure Manuals which were approved and implemented beginning August 14, 2013.
From August 17, 2013 to December 2, 2013, the ISO Core Team cascaded the concepts, principles and applications of the QMS to the Central Office Groups and Divisions, and to all the Regional Field Offices.
After passing the Readiness Assessment conducted by DAP on October 15, 2014, the agency engaged the services of Anglo Japan American (AJA) Registrars to be the Third Party Certifying Body. AJA Registrars conducted the Stage 1 and Stage 2 Audits on November 21, 2014 and December 10, 2014 respectively. After the Stage 2 Audit, HLURB QMS was recommended for certification.
